Gökser Gökçay is Fulbright Scholar at Texas State University. He served as an Assist. Prof. Dr. at the Department of Political Science and International Relations, Üsküdar University. He completed his PhD thesis on the international history of Turkish foreign aid experience in the postwar period at Dokuz Eylül University. He had his M.S. in International Relations at Ege University and B.S. in Political Science and Public Administration at Middle East Technical University.
