This primer provides an account of two recent federal prosecutions that may have implications for the risks related to campus speech, protest, and association. Both prosecutions use lawful expression and association as the connective tissue binding individuals into criminal conspiracy charges against the backdrop of National Security Presidential Memorandum 7 (NSPM-7).
